1 Thessalonians and 2 Thessalonians
These are very early letters, possibly the earliest of Pauls preserved work. The first of the two has some strong pastoral and personal material - Pauls trademark - but the primary focus of both letters is the end of the world... more specifically, the return of Jesus Christ.

1 Timothy, 2 Timothy, and Titus
These letters are thought to have appeared long after Pauls era. Their concern is church policy and governance.
